    Delegates Ellem and Espinosa move that the Committee Substitute be amended on page 24 on line 2 of section 13 immediately following the first occurrence of the word “General” by striking the words “except that a contract proposed by the Attorney General shall be approved as to form by the Secretary of State.”

AND

inserting in lieu thereof the words:

“except, in circumstances where a constitutional officer of the State of West Virginia or a member of the House or Senate has received a campaign contribution from any party to the contract which has a direct financial interest in the approval of the contract or where any constitutional officer of the State of West Virginia or a member of the House or Senate or an immediate family member of any such person may have a direct financial interest or derive any economic compensation whatsoever for the approval of a contract or subcontract that arises from such an agreement, such contracts shall be held to be improper in form and void.”
